• Dike off sections of shoreline before exposure

• Drain and desalinate water within dikes

• Build seismically safe inner dikes on dry land

• Explore for geothermal, reserve productive wells

• Fill ponds behind inner dikes with brine

• Flood ponds behind outer dikes for habitat

• Repeat as Sea recedes, move habitat ponds out

• Former habitat ponds convert to solar ponds
